a historic arms control agreement with russia which has reduced the number of nuclear weapons that are actively deployed, and he has rebalanced and refocused american foreign policy to the most important region of the world, the asia pacific region. on the whole i would have to give him a very high marks. >> i see. how would you assess romney's approach to foreign policy? >> well, that's a good question. it is not clear what will be romney's approach to foreign policy because i think there are two romneys. there is the hawkish romney who seems to be wanting to pursue a policy that considers certain states as enemies, where military action may be seriously contemplated and he has referred to nuclear iran and syria, russia, as a big adversaries and then there is the other romney that we saw in the presidential debate and this romney was a romney that was much more moderate, realistic, and a presidential candidate who used the word peace so many times and much more than president obama. so we will know until he takes office who will not true romney in terms of foreign policy. >>

it will be the first such venture by a russian firm on the disputed islands. russia is stepping up efforts to develop tourism on the islands. the government has built a new airport and is organizing foreign sightseeing tours. japanese consular officials say they oppose the plan as russia may use tourism to justify greater control of the territory. >>> a lucky tourist in south korea has been given an unexpected welcome. the chinese woman arrived in seoul to be greeted as this year's ten millionth tourist, a new record. seoul's international airport celebrated the occasion on wednesday with a welcome ceremony. the chinese visitor from shanghai was presented with flowers and a gift. the new record tops last year's 9.8 million tourists. the culture minister said tourists often return for repeated visits. many are attracted by the boom in korean popular culture. over 3 million japanese tourists have visited south korea so far this year. that's up 14% from a year earlier. but the numbers slumped nearly 4% in september. and over 20% in october. the south's culture ministry says strained relations with japan

amounts of snow. we have more if the world weather forecast. >> still in north eastern china and russia and north korea are looking at really heavy snow. some blowing snow that will be persisting across the region. this heavy peak is over but the winter storm is going to be lingering across the region for quite a while. across the rest of china high pressure system will be predominant in making things very clear but very cold. it's summer-like across the tropics. we have a tropical depression that formed over water. this is not likely to intensify. it will be moving in a westerly pass toward southern vietnam so heavy rain and gusty conditions will be impacting the coastal regions especially across japan. cold surge is on its way. tomorrow we'll be looking at really cold weather. western flake of this country will be looking at thunderstorms, gusts hail and tornadic activity. across sea of japan the waves will be high about five meters high. western japan not too bad but any precipitation here. higher elevations could turn to snow. this is due to the cold wave that i mentioned. it's goin

's recovering from her injuries in britain. >>> the leaders of vietnam and russia have agreed to talk sea trade talks next year. russian prime minister and his counterpart announced the plan on wednesday in hanoi. economic and trade cooperation between the two countries has been steadily rising. medved said he hopes to get an increase in bilateral trade, that would bring total trade to about $7 billion in 2015. the two leaders also agreed to boost military cooperation. vietnam is engaged in territorial disputes with china in the south china sea. it's keen to bolster defenses amid china's growing maritime presence. >>> and that's going to do it for us this week. thanks for watching. we'll see you again next week on "asia 7 days."

it a fabrication based on political motivation. delegates from china and russia made it clear they rejected the conclusions of the resolution. analysts with an american satellite imagery firm have other concerns. they say a recent photo showed increase activity around a missile facility in north korea. they warn authorities could be preparing for another launch similar to the one that happened last april. digital globe released the image at the facility in the northwest. the photo was taken last friday. it shows a tents, trucks, and many fuel tanks. digital globe analysts say authorities could carry out a missile launch in the next three weeks. earlier satellite images of the facility showed what are believed to be parts of a long range ballistic missile. protesters in egypt are back in a familiar scene playing out some familiar roles. they returned to tahrir square, the main site of last year's up rising and this time protesting against morsi's decision to amend the constitution with decrees that will give him sweeping powers. crowds have gathered for days of protests in central cairo. in

but said he hopes the pe impact on russia's ties with the united states. israeli prime minister benjamin netanyahu has congratulated obama. in a statement he said he'll continue to work with the u.s. president to ensure interests vital for the security of israel's citizens. the two are divided over how to deal with israel's. mahmoud abbas also released a statement saying he hopes obama will continue his efforts to achieve peace in the middle east. >>> the lead officials in charge of china are gathering in beijing to chart the country's future. the communist party is about to begin its transition of power. hu jintao and other leaders who had been at the top for a decade are stepping aside. the next generation is taking over. the 18th congress of the chinese communist party starts thursday. the meeting happens every five years. delegates will approve new policies and appoint new party leaders for the five years to come. chinese authorities waited until the eve of the congress to confirm details of this year's gathering. nhk world's michitaka yamaka in beijing has more. >> reporter: chinese

of russia. we have that cold air moving over the relatively warm waters, and that's creating some sea-effect snow in northern japan, actually in fukushima prefecture. some of the higher elevations saw up to 20 centimeters of snow in the past 24 hours. here's rainfall in yamagata prefecture, upwards of about 263 millimeters of rain was reported here into the past several days. now as we go into the next 24 hours into friday, wind is going to start to change direction and bring in fairer conditions just on friday, because you see this area in blue coming in from the west? that's bringing some heavy rain showers all across japan on your saturday going into sunday, so it's going to be a wet and windy one out here, and where this is coming from is central and eastern china. we have this developing low here. that's going to start to pull off towards the east, and with it, bringing those rain showers. actually, there in china around the yun zi river, and upwards to 100 millimeters as well. let's look south into the tropics. we have our tropical depression along the southern portions of vietn
